House Acts to Improve Terrorism Preparedness and Response with Series of Bills

U.S. House of Representatives has passed a series of bills to improve the nation’s preparedness and response to existing and emerging terrorist threats. Included in the series was the Joint Counterterrorism Awareness Workshop Series Act (H.R. 3284), Pathways to Improving Homeland Security at the Local Level Act (H.R. 2427), and the TRACER Act (H.R. 2471).

Congressman Scott Tipton (CO-03) supported the series of bills.

“Today, the United States must be more vigilant than ever in our fight against terrorism. In the past, we have seen breakdowns between federal agencies have tragic consequences for the American people. The series of bills the House passed will help ensure coordination among defense and law enforcement entities, so all Americans can feel safe,” said Tipton.

H.R. 3284 would provide first responders, including law enforcement, fire and emergency medical services, and public health officials, tools to respond to attempted or completed terrorist attacks. The bill would establish a Joint Counterterrorism Awareness Workshop series, as part of which, federal emergency and defense agencies will provide state and local jurisdictions with ongoing preparedness and response guidance. H.R. 2471, also focused on enhancing information-sharing and coordination between federal and state and local entities, would direct the Department of Homeland Security to share information on certain individuals convicted of a Federal terrorism crime with state, local  and regional fusion centers, as well as law enforcement.

H.R. 2427 would ensure state and local law enforcement entities are aware of education and training opportunities that focus on terrorism and natural disaster preparedness and response.

Additional bills in the House-passed series address intelligence training and annual terrorist threat and preparedness assessments, including:

  • DHS Intelligence Rotational Assignment Program Act of 2017 (H.R. 2453);
  • Homeland Threat Assessment Act (H.R. 2470);
  • Unifying DHS Intelligence Enterprise Act (H.R. 2468);
  • Homeland Security Assessment of Terrorists Use of Virtual Currencies Act (H.R. 2433);
  • Department of Homeland Security Classified Facility Inventory Act (H.R. 2443);
  • Department of Homeland Security Data Framework Act of 2017 (H.R. 2454);
  • FIRST State and Local Law Enforcement Act (H.R. 2442).
